UPA's Employment & Income Generation programs sustain the most vulnerable, and empower the Palestinian economy with sustainable measures in self-reliance. We fund initiatives that strengthen human resources and provide social services to communities in need. UPA's Community Development projects help provide professional development, health training, literacy education, physical rehabilitation, and sports, culture and recreation.

From innovative home gardens that address the food crisis, to mobile clinics that help overcome the severe restrictions on movement, to chicken farms that empower women to learn skills, earn a wage and care for their families, UPA's income generation projects have helped sow the seeds of hope for thousands of Palestinians.

Military occupation presents a highly unstable political and economic climate for Palestinian workers and business entrepreneurs. Periods of closure, when goods and laborers are prevented from entering Israel, have resulted in a rapidly shrinking economy and kept almost half the Palestinian population living in poverty. The situation also remains dire for Palestinian refugees in Lebanon, as their social programs are gravely under-funded and underdeveloped.

UPA's Community Development programs provide services through local non-governmental institutions that continue to play a crucial role in the overall development of Palestinian society. By partnering with such institutions, UPA is able to:
