Annual Project Grants

Once per year United Palestinian Appeal accepts proposals for Annual Projects that align with its mission to alleviate the suffering of Palestinians, especially those in the West Bank, the Gaza Strip and refugee camps in Lebanon and Jordan, and to contribute to the long-term socioeconomic and cultural development of Palestinian society. UPA awards grants for projects that address Palestinian needs in one of the four following program areas: health and wellness; education; economic and community development; and outreach.

  • Proposals for Annual Projects (for projects that begin in the following calendar year) will be accepted from pre-qualified partners during the the following period each year:

  • Organizations may only submit one proposal per year.
  • For proposals for Annual Projects, the minimum grant amount is $10,000 and the maximum is $50,000.

Project Selection Criteria

UPA selects grant proposals based on the following criteria:

  1. Organization Structure and Effectiveness – The proposal should demonstrate that the organization has the resources, personnel, and expertise to successfully complete the project. The proposal should also demonstrate that the organization uses administrative and financial practices that are transparent and prevent conflicts of interest and favoritism.
  2. Realistic Action Plan – The proposal should provide an action plan with a timetable of project stages, quantifiable targets and clear lines of responsibility that show that the project can be completed.
  3. Partners – The proposal should explain how the applicant will make use of non-profit, governmental or business partners.
  4. Serving Marginalized Communities – The proposal should identify how the project will serve marginalized Palestinian communities.
  5. Sustainability – The proposal should include a plan for making the project sustainable beyond the grant duration.
  6. Cost Effectiveness – The proposal should outline the procedures in place for ensuring that the project will be implemented with the lowest cost that completes all project objectives, including competitive bidding and price comparisons.
  7. Past Experience – The proposal should indicate that the organization has an extensive history of implementing projects in Palestine.
